Respected Sir,
- Sub: Fishermen were suffering because of uncompleted construction of Groyne at Enayamputhenthurai in vilavancodu Taluk of Kanyakumari District – Stones were washed away by the high tidal sea waves – Take immediate action to complete the work before April.
The Government sanctioned Rs 350.00 Lakhs for the work of Groyne at Inyamputhenthurai in Vilavan Code Taluk of Kanyakumari District on 01.03.2006 for the period of 2006-2007. The above work was entrusted to Mr. Harichandra Reddy, K.V.V. Construction, Chennai. The work was commenced on 01.09.2007 and the contract period is 12 months.
As per the agreement condition, the work should have been completed before 31.08.2008. He completed for a length of 141 metre and walked out. Now the major portion of the stones lay to the length of 52m were washed away. The Water Resource Organization also accepted this matter. For this matter Insurance Company provided 36 Lakhs. A contractor called Jacob Daniel completed the work.
Water Resource Organisation again called for fresh tender to complete the balance work. Two contractors from Nagercoil viz., M. Krishna Kumar and T. Matthias applied for that. While T. Matthias selected by the Tender Award Committee to do the balance work before the onset of ensuing south-west monsoon which is approximate value of 122.50 Lakhs.
These two contractors filed writs WP 1212/2009, WP 2314/2010, WP 7447/2009, WA 61/2010, WA 249/2010 and WP 5952/2010 before the High Court regarding their rights that who is eligible to do the work which is not at all necessary for the welfare of the people and state.
Because of these contractors own business mind the work is till bending. And the Government Officials were not active to take step to do the work immediately. When the 2nd tender is given, there it's clearly mentioned that the work must be done within six months including rainy season. And no one is bother about that. Before the High Court the case is pending without posting date. Responsible Government Officials were not in active to speed up the matter.
Because of the incompletion of the work the stones are washing away and put it in the path of where the fishermen use their Kattumaram and Vallam to travel for fishing. Fishermen were afraid to use the particular place of sea where the stones are in the sea which will damage the legs.
On behalf of the welfare of the people I demand that (1) The Government must take immediate step to Cancel the contract and do fresh tender immediately for the good and welfare of the people where these two contractors should not participate in the tender. (2) All the damages caused must be claimed from the contractors who are the reason for the late. (3) The Government must complete the work by fresh tender immediately and complete the remaining work before April 2011 otherwise the whole stones will be washed away. (4) If there is any delay then (a) the Government will be put into loss of 227.50 Lakhs (b) the fishermen were won't able use that place for fishing because of washed stones and (3) Many houses will be washed away by coming months i.e., south-west monsoon.
Already this matter was many times spoken with you during the Meenavar Kurai Theerkkum Naal (Problem solving Fishermen Meeting) which is taking place once in every month which is conducted by you. And you promised that you will have a talk with the Chairman of Tender Award Committee – Chennai, The Chief Engineer of PWD Water Resource Organisation – Madurai, The Superintending Engineer of PWD Water Resource Organisation – Tirunelveli and the Executive Engineer – Nagercoil. The affected village people were also met the Government Officials but their only answer is case is pending before the High Court. But the real fact is case is pending before the High Court without posting date. The Officials did not even understand the serious of the matter.
Thus I request you that for the good and welfare of the people kindly take immediate action to see the completion of remaining work before coming April. It will do well for welfare of the people.
